It is a must read for all who wish to understand the present turmoil India is facing as a nation.

I agree that we should go by the sustance or the underlying message of President Putin,s speech which he delivered before Board of Federal Migration service.He calls them as guest workers and in that capacity they do not enjoy unbridled rights of movement, residence and employment.
Shoratage of labour is being faced not only by Russia but all European countries after the second World War. Turks were the first to emigrate in large number, followed by nationals of commonwelthe cou ntries and then from west and north Africa.
Tensions are now being felt in all European countires,Canada and Australia. The leadership in these countries specially after terrorist attacks in US,UK and even Russia have come to the same conclusions that severe restrictions should be imposed on migrants. Putins firm handling of chechen,s rebels, an ethnic minority and the terrorists
attack of school children should leave no doubt about his thinking on this subject.
Lot of email messages keep circulating about Canada, France and scandanavian countries with similar import.
As far as India is concerned of course we have enthnic minorties and their rights are protected by the Constitution. But we have no effective policy on immi gration or Asylum. There has been a serious problem of illegal immigrants from the neighbouring countries specially after 1971 but the Govt. has all along been in a denial mode.

We should go by its substance . It is immaterial whether Putin made this statement but it was definitely said by Australian PM.Even in India we should have one law - INDIAN LAW applicable to all citizens uniformly.Today if we analyze that in our country there are all the laws but no compliance. There are large number of RULES & REGULATIONS issued from time to time but there is no system of enforcing them..It is the bureaucracy which has become the ruler in connivance with the political bosses as their survival depends on them .Take the case of civic services , health & hygiene , no one is bothered to ensure their compliance. Recent tragedy in Uttrakhand , Bihar and many other similar incidents could have been avoided if there was a mechanism of inspections by officers at various levels . Just compare the room of Principle Secretary Education and his subordinate officers and if we want to see the worst condition of our educational institutions than it will be worth to visit the building of a Government School.Same way just see the room of COMMISSIONER Municipal Corporation and the rest ofhis office.Why we have such an ugly situation all over the country?. It has been mainly because there is no TRANSPARENCY , no ACCOUNTABILITY and no RESPONSIBILITY at any level of our governing system.Brig J S Ahuja.
