[IAC#RG] Complaint on behalf of India Against Corruption

Sub: Complaint concerning the Criminal Laws Amendment Ordinance 2013

Kindly refer to IAC's  appended request for suo-moto disclosure concerning the subject ordinance submitted to the Hon'ble President of India on 07.02.2013 which was thereafter forwarded by CPIO/Rashtrapati Bhawan to eventually land on desk of Mr. J.L.Chugh, Joint Secretary (Judicial Division) MHA about 2 months back.

As we have not heard anything from MHA or Mr. J.L.Chugh in the matter, the India Against Corruption presumes that the Union Home Ministry has played a fraud on the Hon'ble President of India, and thereby on the citizens, to get this ordinance issued for corrupt reasons.

Accordingly, India Against Corruption would be obliged if you would kindly look into this complaint personally to inform us forthwith if there were in fact any emergent circumstances requiring the said ordinance to be issued along with the specifics thereof.

Sub: Request for "suo-moto" information u/s 4(1)(c) RTI Act 2005 in larger public interest.

I am sending this email seeking information u/s 4(1)(c) of the RTI Act on behalf of the subscribers to India Against Corruption jan andolan.

I refer to the Criminal Law (Amendment) Ordinance 2013, or suchlike, approved by his Eminence the Hon'ble President of India very recently, and which contained, inter-alia, the following text in its preamble.

"AND WHEREAS Parliament is not in session and the President is satisfied that circumstances exist which render it necessary for him to take immediate action to give effect to the provisions of the said Bill with certain modifications;"

Accordingly, the subscribers of India Against Corruption people's movement would like to be properly informed about the specific and exact circumstances, based on the records,  which existed rendering it necessary for the Hon'ble President of India to act immediately to give effect to the provisions of the Bill cited.

It is pertinent to mention that India Against Corruption had responded to the public notice issued for the Justice J.S.Verma Committee on Criminal Law amendments to ensure safety of women against sexual assault, and we are interested in everything connected with the process of amending the Criminal Laws of India to ensure the safety of women.

I would be obliged if the information is urgently conveyed to me by return email in view of the large public interest involved. Alternatively, it is requested that the same may kindly be uploaded to your website, under intimation to the undersigned,  for wide dissemination.
