The biggest detterrant to any crime is fear of getting caught. Suppose if the girl in the moving bus was   a daughter of a police officer or a politician and if that fact is known to those monsters in the bus, they wouldn't have dared to touch her because they know that the law enforcing agencies would act fast and they would get caught. As the police in India weigh in balance  the status of the complainant and the accused before they take  any action, the criminals too before committing any crime weigh their position vis-a-vis that of the victim before committing any crime.
