Your e mail has an importat message.  That is the bias the Indian society has against woman by women as well as man.  Strangely it is the women who 
are the biggest enemies of woman.

I suggest 
No bail should be granted to a rapist even if there is an iota of suspicion.  Only when there is suspicion of cooked up charge against the accused
should be granted  bail and the severe punishment should be awarded as a rapist of the law and the innocent human being and harm it has created by the accused
against the false accuser as a deterrent. We are all aware Police will file FIR to suit the guilty and will frighten the victim. Police and other authorities and the all arms
of the judiciary and who falsify FIR must be held in the same score as the rapist of the law as a deterrent

There are innumerable number of cases filed by people to achieve the means by false cases of rape and other cases.  This is the time to correct all the misuse.
Non implementation of the law must be viewed seriously from every angle.  Must be dealt with iron hand against all guilty and the supporters in a fair manner.

Law must also protect the possible misuse by the authority and the same punishment should be awarded to the guilty accuser and the helpers as well as the vitnes
and the authority which for what ever the reason falsify the report and the case.

Law must ensure deterrent to all who break law and take recourse to taking advantage of the law and the guilty.

This gender conditioning runs deep. So many "defaults" determining behavior.

I most certainly knew the subject can be edited. Worth reflecting for me why I did not exert my authority to easily change something I disliked.
