i have same experience. I had filled second appeal against the order of first appellate authority and registrar general. I wrote notes of arguments and submitted to the office of Information commissioner I wrote specifically on Article 227 and power of high court to make rules and also that high court rules inconsistent to any law for the time being in force are void as per proviso after clause 3 of article 227 but Mr. Tiwari ignored the notes arguments and told that he has not received any notes of arguments infact his office received the same prior to the date of hearing i wrote a complaint against Mr tiwari but Mr Habiullah has initiated any action nor my request to place my petition before full bench. The CIC always adopting double standards those who are appearing through lawyers their matters are easily referred to full bench and no action is taken ordinary complainant like my complaint is also not heard the cic is not giving opportunity of hearing to the complaints and dispose of complaints only after hearing pio concern the act of cic is clear violation of principles of natural justice as enshrined under article 14 of the constitution of india even state commission has declined to declare rules as void you may refer the decision in my case in August 2009 viadya --- On Sun, 26/8/12, C K Jam <rtiwanted@yahoo.com> wrote:
