[HumJanenge] Yet another confused order of Wajahat Habibullah's stayed by HC

Mr Habibullah's orders are so convoluted (ignoring every procedural safeguard in the RTI Rule Book) that it probably took the Delhi High Court over 1 year (since 2009) in George Fernandes' case to understand that it required to be stayed.
