The use of our national flag is regulated by the Emblems and Names (Prevention of Improper Use) Act, 1950, the Prevention of Insults to National Honour Act, 1971 and the Flag Code of India 2002.
On the explicit and bizarre directions of the then very ailing Chief Minister Manohar Parrikar, a huge national flag was hoisted on a very high pole erected at the Panaji end of the third Mandovi Bridge, just before its inauguration in January last year.
Infact as the national flag is hoisted only at vital government institutions, that skewed thought of the very hoisting on the road side of the bridge was making a mockery of the sanctity and solemnity of our very revered national flag.
Besides the national flag can be only hoisted from sunrise to sunset and must be lowered every evening which is not being done in this case. The construction and inauguration of the bridge was hastily carried out with all its flaws. Sadly, the reverential treatment of our flag especially the lowering of it and respect for the law was not part of that haste. The authorities are clearly and blatantly high-handedly acting contrary to the law.
Nobody is above the law and nobody should misuse or insult our National flag which is much more than cloth and ink. It is a national symbol of our unity, liberty and freedom and must therefore be strictly respected and treated with reverence in accordance with the law. It is only by rigorously observing the relevant laws and regulations, that the dignity and honour of our Flag can be maintained.
Nothing can be expected from Pramod Sawant the current Chief Minister who even within his cabinet is better known as Mr. Property Sawant. But the Chief Secretary Parimal Rai and Acting DGP Jaspal Singh cannot be mere spectators to the Rule of law being reduced to an Ass!
