Sir
The National Anti-Corruption Strategy clearly recognises the CPGRAMS
as a core instrument to address administrative corruption.
http://www.cvc.nic.in/NACSSummary.pdf
It is therefore strange that your department's officers are not
generating the CPGRAMS IDs despite being specifically requested to do
so by complainants such as myself.
It seems that your department officers are interested to bypass
instruments like CPGRAMS so that their administrative actions cannot
be tracked or monitored and that a discretionary regime can prevail in
the DoPT for them to favour a few person and lobbyists.
I would therefore request you to kindly inquire into this dismal
situation and re-issue the necessary instructions forthwith, as the
reputation of your once prestigious department is plumbing new depths
by the day.
with best wishes
