The Army too is a job. A role in one of the pillars upholding the country. No more, no less honorable among the hundreds of kinds of people needed for the well being of the country.
I am not aware that there are any exemptions officially given or if they extend to rallys, but arbitrarily deciding and enforcing exemptions is neither the mark of an upright officer, nor does it grace a protector to terrify citizens into waiving charges.
We cannot hope for rule of law selectively with might determining right. We have that already and it is not working.
