N.Vittal during his tenure as CVC had submitted his recommendations to deal with corruption and one of the main recommendations was appropriation of unaccounted wealth to the Govt. beyond a limit to be determined. But the recommendation was submitted to the Parliamentary Committee headed by SHarad Pawar- and the obvious happened and he rejected the recommendations outright!!
Babubhai, You know that N.Vittal is from Gujarat cadre and had been mainly responsible for industrial development by innovations in 1970-s, initiating the Single window clearance for entrepreneurs, established INDEXTB under Jai Narayan Vyas as a promotionary agency to co-ordinate all related agencies to help the entrepreneur,..etc. and as a Home Secretary started the Police Housing Corporation to solve the housing of Police though his other innovative proposals were abandoned after he left Ahmedabad on Central Assignment as Secretary of Atomic Energy Establishments at Mumbai.

Subject: [IAC++] Who should bear the operating cost of Lokayuktas of the States?
Dear All,
We are well aware of the high level political corruptions irrespective of the Political Parties at the helms of affair. They have indulged in open public loot and become rich.
To probe the high level political corruptions, some States have Lokayukta Act and posted Lokayuktas also.
The question is who should bear the operating cost of these Lokayuktas?
We the People - the Victims of Political / Bureaucratic Corruption - be made to bear the cost of operating these Lokayuktas &, in the event of Lokpal become reality, operating Lokpal?
Or, the cost of operating the Lokayuktas &, under enactment Lokpal, be recovered from the corrupt people who siphoned off the public money by confiscating their ill-gotten money & property?
