Before you close the debate,I would like to add this.
You have touched upon the subject quite candidly.Though you have slightly touched upon the preventive measures,it was mostly on the punitive side after the commission of the crime. I will go a little deeper into human psychology though I may raise a few hackles from some so called moralists.
Sex is an urge in every living thing.For male's Testosterone levels play havoc with their mood, vision and temper.It can make a coward courageous, a normally cautious to be reckless. It can turn a man into a beast.Why captive elephants (as a wildlifer I hate use the word tame or domesticated) turn against their benefactors during musth season? One can see this behavior every where; animals, even the peaceloving deers, becoming aggressive. They become their own self after their sexual act is done and tesosteron levels come to normal.
For the most intelligent creature of the universe, human, it is a different kettle of fish.Unlike most of the living creatures man has no mating season.He does it all around the year.And unlike animals, he does it mostly for pleasure. His sexual urge is curtailed by fears; fears of retribution, fears of the society, fear of God, fear of the law etc.But sometimes in their urge, they forget all these fears to repent later. This fear also makes some of them do 'visual' rape rather than physical.All the ogling, caressing, commenting etc in public places is the handiwork of the last category.They have the will but not the courage. This urge is enhanced by alcohol consumption, when a rat even starts thinking he is a cat.
I do not want to include those who go after juveniles, they are mental cases.Nor do I want to include those sons of the rich who do such heinous crimes as bravado or some who do it as an act of revenge.These are all exceptional cases.
We normally hear about rapes when the girl is from a middle class or above.Most of the cases involving the poor go unreported.
Delhi has expanded a lot.People some with criminal backgrounds from the nooks and corners of the surrounding states and even fron Bangladesh are pouring in.They are all men and stay in clusters of slums subjected to all sorts ill influence.It will be surprising to note that man-woman ratio in Delhi is around 60:40.It is no wonder for a man from the remote village of UP or Bihar accustomed to see modestly dressed women covering their bodies exceopt the face,to get sexually excited when he sees a half clad Delhi girl with voluptuous beasts roaming in the streets.
The first thing to do to solve the problem is to legalise prostitution.It will help men who have no out let to dessipate their sexual urges.Many progressive countries have done it.The apologists ask if a girl can motgage her intelligence and brain to a foreign MNC for a living ,why can't a girl less blessed with education use her body for a basic living? There is no use in taking a moralistic view on this.

Dear IAC list members,
Sub: Recent incidents of rape in Delhi
The IAC Core Committee has carefully considered each member's expressed views, and even the views of the numerous members which could not be circulated due to restrictions on number of emails per day we permit.
Accordingly, the IAC has resolved as under:-
1) That the existing criminal laws are more than sufficient to curb and control offences like rape.
2) That no amount of preventive policing or stringent laws or education can eliminate crimes such as these in a democratic country with wide social disparities like India
3) The IAC denounces all those ignorant and naive persons (especially the youth who are being misguided) proposing the death penalty (or other physical tortures) for rapists.
4) That what is required is swift apprehension of offenders, thorough scientific investigation and prosecution by the police coupled with speedy trial and conviction by the judiciary to restore the confidence of the citizens in their State and Governments.
5) That in the instant rape cases, the concerned public servant whose failure resulted in the rape of the victims and is hence accountable, is Shri Tejindra Khanna - Lieut Governor of Delhi, who constitutes the GoNCTD and is also the Administrator of the Union Territory of Delhi u/a 239AA of the Constitution of India charged with maintaining Law and Order and Policing for the Territory. IAC therefore resolves that Mr. Khanna be called upon to own moral responsibility for such shameful incidents and to resign voluntarily within 48 hours.
A communication to this effect is being sent to Mr. Tejindra Khanna tomorrow on behalf of the IAC's general body calling upon him to resign.
