Sir,
We should take the bull by the horn and not the tail. There should be no discretionary powers for anyone. Go by the rule book. Make punishment automatic. The person shouldn't matter. The crime should decide the punishment automatically. The power of politicians, bureaucrats and judiciary would get curtailed and automatic justice system would prevail. Woukd it not usher in a more transparent society?
