I agree. This is the only solution. How many culprits have been given clemency? It was a farce perpetuated by the bureaucrats, politicians and the judiciary, including lawyers who are the agents of moneyed people. 

Let us not see the history repeat itself.

We should take the bull by the horn and not the tail. There should be no discretionary powers for anyone. Go by the rule book. Make punishment automatic. The person shouldn't matter. The crime should decide the punishment automatically. The power of politicians, bureaucrats and judiciary would get curtailed and automatic justice system would prevail. Would it not usher in a more transparent society? (INDEED)

I believe that in India people diffuse responsibility/accountability so NO
One can be blamed for lapses. Hence this provision.
