It may be good idea  to restrict all bars, restaurants , pubs etc  to serve  not more than 2 pegs.  If any body coming out of such joints or found elsewhere  is found to be in inebriated condition, he should be kept in police custody for  for  at least 3 day and a fine be imposed on the bar etc..Imposition of fine does not affect such persons.

I think if the main ideas are adopted, we can see change in society within a year. Real change. Not the "increase policing, lynch a few" type.
