1) If the PIO wants to deny info, or state it is not available with
him etc, then he can send his "reply" within 30 days.
2) If the PIO intends to disclose information, then he shall issue a
"computation / intimation of prescribed further fees" to the
applicant. The time between despatch of the intimation and the deposit
of fees will not be included while computing 30 days or else info will
be surprised free. THIS IS THE CONCERNED CLAUSE, in Gaurav's case if
after depositing fees (IN CASH) the info is not supplied IMMEDIATELY
then his info will be FREE (since it was sent on 30th day)
3) The other key term is the "DESPATCH" of the intimation. So if the
PIO's reply is dated 05.02.2012 but only "DESPATCHED" on 10.02.2012
then he gets 5 days extra.
So it is incorrect to say that PIO gets 30 days to provide info. He
can stretch it out some more.
Somebody else has written that a PIO in exceptional cases gets 45
days. This is INCORRECT. A First Appellate gets 45 days to pass his
order only when he records his reasons for delay in writing.
