[HumJanenge] Fake / forged Cabinet Secretariat orders for NAC's constitution

Dear Madam

I am given to understand from website of NAC (http://nac.nic.in) that the Cabinet Secretariat has issued orders consituting / reconstituting the NAC from time to time. A few of these are on NAC's website.

You will surely know that by the Right to Information Act 2005 every body of Government is required to publish the list of Councils / Committees, if any, constituted by it as its part or for the purpose of its advice etc. Further, it is also required to be published in RTI if the meetings of the Council are open to the public.

I have searched diligently the RTI disclosures on websites of NAC, Cabinet Secretariat, the PMO, the Ministry of Statistics & Programme Implementation etc,  but can find no mention of NAc as one of these advisory councils and if the NAC meetings are open to the public. I was caused to search this due to the unexplained (as yet) presence of members of the public at NAC's meetings
and their specific reasons for being present

Accordingly, till such time as these constituting orders are not published in RTI, I have reason to suspect that NAC's constitution is defective / forged / fake. I therefore request you to urgently clarify these points raised by me along with the links to the parent body which the NAC is a part of or tenders advice to.
