This week Goa's despotic Chief Minister Manohar Parrikar heads for Delhi and from there will proceed to the Cancer Hospital in New York for his further medical treatment.
It is a very well established norm and protocol that whenever a Chief Minister leaves the country, even on an official visit, he hands over temporary charge of the CM's chair to the Senior most Minister. But the very self-centered, arrogant and now very Power intoxicated Manohar Parrikar will not be doing so.
And this time there will be no Cabinet Advisory Committee (CAC). That the CAC constituted last time by Manohar Parrikar was unconstitutional and unlawful is another issue.
