Whereas I am glad to have your confirmation that CM Delhi's office is a subordinate office of the General Administration Department, GNCTD, I am equally constrained to complain that you are incorrect when you say theGAD department has already uploaded the 17 RTI manuals for CM's office.
I am attaching a screenshot for your reference and record which shows that 16 out of prescribed 17 links are not working.
It would not be out of place to mention that the recent Delhi High Court judgment has clarified that CM Delhi's post is merely a decorative one with no functions, probably why the GAD has been unable to declare what the CM (and his office) actually does other than wasting citizen's money.
I would, therefore, be highly obliged if you would kindly correct yourself and also the GNCTD RTI website.

The GAD caters the administrative and establishment matters of Council of Ministers/Chief Minister office and also caters to various coordination matter of CM office.
