Dear Sirs,

I trust that by now you would have diligently enquired into my public grievance regarding the manner of selection of architect ("Ms. Renu Khanna and Associates") for design and supervision of construction of the CIC's new building.

I would be highly obliged of the results of your inquiry are expeditiously communicated to me (or preferably placed in public domain on CIC's website) considering

(a) the large sums of public money involved in this project, and

(b) my regular complaints made that this particular architect"Ms. Renu Khanna and Associates" was only selected in a dubious way to facilitate gross corruption by the contractor M/s NBCC India and so as to line the pockets of members (past and present) of the Central Information Commission - especially the Chief Information Commissioners - and other senior officers of the Commission.

NB: I am obliged to write to you since the responsibility devolves upon the Chief Information Commissioner by virtue of sub-section 12(4) of RTI Act 2005.

Respected Sir / Madam,

I refer to my previous complaints, since 2014, regarding appointment of M/s NBCC India to construct new CIC building and the appointment / selection (by NBCC) of the architect for the project and its design.

I am constrained to update you and the entire Commission that NBCC has been named for various contraventions of statute and policy for such projects and I reiterate there should be complete transparency on selection of NBCC and their appointment of "Ms. Renu Khanna and Associates" as architect for this project.

I am enclosing copies of a few recent relevant official documents for your kind perusal which prima-facie indicate that a complete review / reappraisal of NBCC's role in this project is urgently carried out to avert a potential scandal.

NB: It is pertinent to remind that I have constantly expressed my concerns directly to CIC about corruption in this project by your predeccessors and I sincerely expect that you will not defend their past actions in any way and shall place my complaint before the entire Commission.

1) Copy of letter from Council of Architects dated 24.June 2016 concerning NBCC corrupt and illegal / manipulative selection of architects to cause collosal wastage of public funds and deprive Society of good design solutions and bypassing provisions of the Architects Act.

2) Copy of letter by CVO of NBCC dated 23.June 2016 concerning corruption, huge over payments and undue favours etc in NBCC works.
