CONFIDENTIAL
Dear Rajiv,
I wasn't expecting any reply from RBI as this has the potential of becoming a major problem for them.
There is still some doubt if Mr. Rajan is a US "national" or a US "citizen". It seems that all US citizens are US nationals, but all US nationals are not US citizens. Some US nationals can have Indian passports.
So, whereas RBI (by a press release) may publish that Rajan is RBI Governor, they may have some difficulty certifying that under RTI.
A similar problem has apparently also arisen in IIM-Ahmedabad, where some Prof Ashish Nanda (a tenured professor from Harvard) has been appointed as Director after the Institute's Memorandum of Association and Rules were specifically modified on 17.02.2013 to allow him to be appointed by bypassing the usual Government scrutinies. (IIM-A has just uploaded their amended MoA/Rules under section 4/RTI on 03.10.2013 after I complained to the Dean Ajay Pande.)
All these US returned persons are being appointed to key posts in Government to facilitate the UIDAI scam - which is going to be the mother of all scams. Its interesting that a key person in IIM Ahmedabad - Dr. Rajanish Dass - who was a consistent critic of UIDAI (and published some serious research papers from IIM-A exposing UIDAI) was forced to resign after the CIA's dirty tricks department circulated sophisticated forged emails allegedly from his Gmail accounts in what is known as "IIM-A plagiarism scam", and these forged emails effectively knocked all the Indian contenders out of the race for IIMA directorship. The IIM's are the intellectual centre of the UIDAI scam, and there is a tremendous commonality now between IIM-A's Board of Governors /members and that of the Reserve Bank's Board (please dig into this).
