I have had realized your experience as early as 2007-2008 when I first attempted to get information under RTI and from that time I have been stressing that those who chose to seek information, most of them, are those who have time and money to spare! For those common man striving to make a living cannot chase information at this cost and pace.

RTI is pebbles thrown in the path of advancing inquisitive persons who know that "all is not well with the administration" to retard are dampen their advancement and thus frustrate. An application, wait for 1-2 months to get a fabricated or factually deviating information, then 1st appeal and then 2nd appeal and then court, advocates, dates and so on and finally an  influenced order, if at all! A person probablylearn/ realises that he could make his living better without the information sought and information sought in most cases will turn out to be a mirage!!!

Unfortunately, implementation of the RTI  Act by the government departments has slackened considerably all over India.

While the RTI Act  was originally  hailed as the ultimate tool in the hands of the citizens to ensure transparency and probity in the functioning of the government, this has not really happened this way.
While in the initial period, the government departments were responding to  RTI  queries within the stipulated time, in recent time, many government departments are reported  to be not even acknowledging the RTI letters. This particularly happens, in the case of RTI queries relating to difficult matter for the government.
Recently, I interacted with number of RTI activists and others and found that most of them have become frustrated, since even any appeal to Information Commissioners  are reported to not eliciting quick response and many times no response at all.
What is the alternate course for the citizens ? An average citizen  busy with the pre occupation of getting a living , cannot go to court to demand   reply for the RTI query.
The problem is that the government enact a law and then the government machinery itself derail the law.
