Under the present Electoral system any Tom Dick Harry can contest for Parliament and State Assemblies. We should devise a system a person who has done very well as a Councillor/Sarpanch is elected to State Assemblies/Parliament. The existing electoral system encourages top down democracy. We need bottom up democracy. Electoral reforms can help us. Proportional Representaion is not the solution. This will divide country in no time.

This can be done by eliminating lower order candidates and retaining the top three for a repoll within 48 hours. If still no result then retain the top two. This is at the constituency level.
