Thanks to all who have replied to my query. After posting the query, I read Section 19 of RTI Act in details which I m sorry. I should have done before raising this query. However, this has enhanced the knowledge of other members too.

Dear Mr Gupta,
You had filed ur first appeal on 19th Dec, 2012.. You have a time limit of 30 days (maximum 45 days in certain cases) to await for reply.
Time for filling second appeal starts from the date of reply for first appeal or after 30-35 days of filling the appeal(whichever is minimum).
In ur case you had filed first appeal on 19th dec,2012. And No reply for appeal is given so add 30 more days.
i.e around 19th jan,2013. So time for applying second appeal is from 19th jan, 2013 to 90 days therafter.
So Mr Gupta you are very much in time, for time being, to act fast for filling second appeal.
RTI gives hope to prevail justice..
