FYI. Mr. Tejindra Khanna  IS the "Central Government" insofar as the Union Territory of  Delhi is concerned. You may kindly refer to clause 3  etc. of the General Clauses Act 1897 (Act 10 of 1897). Under the Act the CG means President of India and for a UT  is further clarified to be the administrator acting under scope of Article 239, and specifically for Delhi Article 239AA (as mentioned in our notice).

In so far as how effective our demand will be, time will tell.
