However with due reverence to the Hon'ble Kerala Lok Ayukta let me
bring out one specific case as tip of an ice-berg

    I had filed complaint alleging maladministration against
Tahsildar, Tellicherry, specifying that the Tahsildar has framed false
report in a judicial proceedings.  I had produced photostate of
Tahsildar's Office file notes (obtained under RTI)   containing the
signatures of same delinquent Tahsildar and copies of file notes of
Collectorate file as evidence.

    The complaint was accepted. During my final arguement, the
delinquent Tahsildar himself was present. When I brought the attention
of the Hon'ble Upa Lok Ayukta to the specific evidence of Tahsildars
office file notes containing his own signature as proof of the
Tahsildar making false report  to favour vested interest, the Upa Lok
Ayukta refused to pay attention to this evidence, despite producing
its original on a plea that my evidence cannot be accepted in the
absence of a  WITNESS STAND from where I have to produce this evidence
etc.  He ordered transfering this case to HQ, at Trivandrum, nearly
500 KMs away with direction to reach there.  Of cource I abstained and
the complaint dismissed.  I wish I get opportunity to present this
case somewhere.
