There's no point in blaming one or other individual or official or party. It speaks of the rot in the system. Cleanse the system and individuals would get cleansed as a part of the system.
Singapore is a living example. Any one can move about freely at any time without fear. Indians and others behave properly there. No chewing gums on roads. Stop at traffic signals is mandatory. No cheatingof any kind. Discipline is primary. This culture has to be imbibed / forced on the citizens. Fear of strict laws prevents wrong doing. Transparent and swift punishment makes people behave. No favours of any kind. Rule is rule for all. Any takers?

National Godmother's son-in-law openly owns or finances umpteen hotels
(disguised brothels) and bars all over Delhi, where is the point of writing
such lengthy "Gandhian" open letters to them ?
