Biometric Smart Card Transaction Tracking can eliminate most of the problems of tax evasion, collusion, bribery, etc. But for this to happen, high value currency needs to be demonetized and removed from circulation. Make everyone accountable for their transactions. No cheating, no bribery, no false accounting, no money laundering, etc.

What should be done is that GIVERS of bribes should be able to openly
declare them in their income tax returns and books of accounts naming the
RECEIVERS and the same should be taken as a 200% write-off like windmills
and solar panels used to be as a legitimate business/professional expense.
That an automated database of such Receivers must be maintained, and if
more than, say, 3 different declarations in the year are received against
any public servant a mandatory CBI/CVC enquiry must ensue.
Although nay-sayers (and they are many) will say this scheme is impractical
because no corporate will ruin their chances of getting govt business. this
is proposed by no less that the Chief Economic Advisor to the PM via the
Finance Ministry (in his personal capacity). *MANDATORY READING*.
