It is not required to serve your 2nd appeal to the 3 PIOs / FAA.
it is ADVISABLE to do so, so that they can come better prepared for your
matter and to save time for all concerned.
The CIC has distributed Ministries/PAs amongst his ICs. It is for these
Registries to ensure that copy of your Appeal is sent to the PIO before
the hearing date.
Since the RTI Act does not preclude the CIC from deciding the appeals
ex-parte / without hearing parties, there is no mandatory requirement
for serving Respondents in advance
