BY EMAILRespected SirFurther to my email of 28 Feb 2020, appended below alongwith relevant trail emails, I am deeply concerned that the exam mafia entrenched in CBSE is carrying on their trade openly, and that you as Secretary of The Department of Schools (Govt of India) are not issuing explicit instructions to stop the moderation policy of CBSE which is causing havoc in lives and future of CBSE students by bunching and spiking of marks by EXAM MAFIA.It is very surprising that you, who allegedly exposed FODDER MAFIA, are so silent on the exam mafia functioning in organisations under your own department. If citizens draw and circulate adverse implications for your strange silence and inaction in this matter you shall only have yourself to blame.That there is a well entrenched exam mafia within CBSE can be easily seen from the CBSE Class 12 toppers lists for 2018 and 2019. It is INEXPLICABLE how DehraDun Zonal office of CBSE (which only sends up about 10% of CBSE examinees), is so regularly getting 60% to 65% of toppers. BY EMAILRespected SirNB: As advised by your staff I am also sending this email to your email ID over at the DHE for faster access.I am caused to again approach your office concerning my grievances / complaints against the rampant corruption in CBSE and corrupt conduct of their examinations.I wish to bring to your kind knowledge that DoPT (through Official Memoranda) had sent 2 of my complaints against Ms. Anita Karwal IAS (Additional Secretary rank) to your predecessor-in-office Ms. Rina Ray for "immediate inquiry" into my allegations. I am further given to understand that post the inquiry of my complaint that Ms. Rina Ray herself was strangely reverted back to her cadre for taking principled stances on various issues, whereupon the additional charge of Department of Schools was allocated to you.It is pertinent to mention that my complaints were processed by DoPT and forwarded to your office under the extant procedure for handling complaints against Secretaries to the Govt. of India.I am thus shocked to see that Ms. Rina Ray was apparently transferred out soon after the results of her inquiry into Ms. Karwal's management of the CBSE (kindly see the appended email below), since it suggests a very high level political interference / participation in the corruption rackets at CBSE which are causing great distress and damage to meritorious students and their parents like myself.As an erstwhile exposer of corruption yourself, I am sure that you would be shocked at the prevalent state of affairs when CBSE callously does not respond to CPGRAMS/PGPORTAL grievances for many many months concerning corruption over there.By way of example I am enclosing the PDF of status of my own CPGRAMS no. DOSEL/E/2019/01176 which DOSEL forwarded to CBSE. SUB: The fact finding inquiry concerning my complaint against Ms. ANITA KARWAL, IAS (GJ:88)
I refer to the Office Memorandum dated 13.December.2018 in File No. 104/158/2017-AVD-1A addressed to you on this subject, whereby the Dept. of Personnel, Public Grievances and Pensions has requested your goodself to immediately conduct a fact finding inquiry into my complaint against Ms. Anita Karwal who is presently Chairperson CBSE.
You may recall our only meeting at your office, and also several emails I have sent you, including some copies of emails I had sent Ms. Karwal to act on, concerning this state of affairs. As a parent who has researched this issue, I convey that I am presently not prepared to accept your remarks to me during our meeting that (a) Ms. Karwal is herself a victim of vested interests and that (b) nothing can be done for the CBSE's examinee victims of 2018.
Accordingly, to assist you in your inquiry, I am highlighting some salient issues requiring inquiry to clearly identify and get prosecuted all the culprits within the CBSE / MHRD system responsible for victimizing lakhs of deserving examinees of the CBSE Class 12 2018 exams whose futures have been ruined by corruption.
INQUIRY ISSUE 1:
Vide the CBSE press note dated 26.May.2018, the CBSE disclosed names of 9 toppers for this exam (securing between 499 and 497 marks). It is very strange that about 7 of these 9 appear to be examinees from the CBSE's Dehradun regional office/zone. Considering that the CBSE Dehradun zone (covering Uttarakhand and Western UP) accounts for only about 1 in 10 examinees this result is statistically remote for any fair trial. Thereafter I had sent you and Ms. Karwal a list of names purportedly for the next 50 or so toppers of these exams where this essentially impossible run of the Dehradun zone students continues. It is certainly very strange and defies belief (and very very very unlikely using standard statistical calculation methods of binomial distributions and null hypothesis probabilities etc.) that about 40 of the first 60 "toppers" are from Dehradun zone but only 1 (?) seems from the Delhi zone (which sends up 2 candidates for each candidate from Dehradun zone). Such facts, if established, would show that the 2018 CBSE exams were conducted unfairly and the results should be set aside by the competent authority after proper inquiry. I am astonished that Ms. Karwal has not done so by now under her own authority.
INQUIRY ISSUE 2:
That Ms. Anita Karwal, despite being Chairperson of the Inter-Board Working group, personally approved a corrupt and unfair moderation policy for the CBSE 2018 Class 12 exams which has resulted in astonishing spiking of marks to benefit certain students accompanied with grossly unfair evaluation of other deserving students. It is statistically certain (using standard statistical methods) that numerous undeserving examinees have been given at least 25 additional marks in subjects like Mathematics to score in the high 90s whereas other examinees have been given only a mark or 2 or none to achieve the same scores. When I learned of these strange results from the national media I repeatedly approached Ms. Anita Karwal to issue CBSE's rejoinder to these reports and allegations, as she is required to do under extant policy, but she did not do so thereby confirming to me, and the world, the truth of the media reports. Thereafter I have sent Ms. Anita Karwal several examples of extremely unlikely mark distributions of certain schools asking her to take action to cancel these results, but she has not done so. The CBSE has also refused to provide me, under RTI, the specifics of the moderation policy for these impugned exams.
INQUIRY ISSUE 3:
Apparently, the vital records of the CBSE, many of which are required by CBSE Bye Laws and/or the Public Records Act to be gazetted or preserved, have been destroyed to cover up this scam / scandal. The replies of the CBSE to my RTI requests for these records is that the records do not exist. After I file several RTI First Appeals protesting this alleged non-existence of records (many of which are required to be gazetted), the First Appellate of CBSE does not reply to / dispose of my appeals. This strange state of affairs clearly establishes that there is an exam mafia within the CBSE which is controlled by Ms. Karwal and which is protecting Ms. Karwal by suppressing information from citizens. I have already sent you emails detailing the lists of records which CBSE has deliberately destroyed or misplaced so that I cannot access them using Right to Information to expose Ms. Anita Karwal's corrupt actions, so I hope you shall inquire into the facts of this issue and immediately provide me the relevant records of CBSE so that Ms. Karwal can be prosecuted and the injustices done to lakhs of CBSE Class 12 students of 2018 can be remedied on the basis of CBSE's own authentic records.
INQUIRY ISSUE 4:
I am concerned that in addition to boosting marks unfairly to benefit the undeserving examinees, the CBSE, under Ms. Anita Karwal, has simultaneously resorted to unfairly "marking down" the deserving candidates so as to distort the state of events, and also the reports and statistics given to Parliament. I hope that a full fact finding inquiry into this aspect is also done and the injustices done to lakhs of CBSE Class 12 students of 2018 by under-marking them is remedied and that all the beneficiaries of rigging of CBSE Class 12 exams have their results cancelled.
