Now that the NHRC has suo-moto taken up the matter which disturbs all persons with some background in these matters, the better question is 

"Why did the Telangana police under senior IPS officers not dare allow this matter to go to court where the guilt of the accused could be proved?"

This is an extra-judicial "Ab tak Chappan", No doubt about it, and no matter what our sarkari magistrates may eventually say. The Gujarat encounter model (Sohrabuddin Sheikh) is now being popularised all over India after all the courts and tribunals have been loaded to let the police officers get off eventually.

It is increasingly clear that this fascist communal BJP govt is incompetent, corrupt, sold out to USA, and simply unable to manage important things like the economy and unemployment. Hence the desperate resort to the tricks of the dying Roman Empire by holding blood thirsty circuses on national television to keep the mobs entertained / distracted.
