[IAC#RG] Tatkal reservation cancelation refund

As per govt announced after first July if any tatkal confirm ticket is canceled.passenger will get 50% back. But my experience i was having tatkal reservation and did not get amount back.
Counter clerk says on ticket is mentioned no refund.

What about other professionals like Legal, Accountancy, Valuation and to top it all Architects.Do they give receipt for full amount?
