As my known person had filed RTI via the website mentioned https://rtionline.gov.in/ .

His Query was " What is the minimum percentage of disability requirement of Orthopedically Handicapped during reservation for concession of railway ticket fare. "

As few officers claim that there is mandate for 50% disability. But in Railway no website the said percentage is mentioned. In Railway website it is mentioned that " who cannot travel without escort". So how will it be decided that whether a person can travel with or without escort. In RTI reply also they are mentioning only the website words i.e,  "who cannot travel without escort". he have filed 1st appeal also but same reply. So where to go to get the reply.
