It is against the constitutional law under Article 21. Right to Information is to get the required information for the matters which are essential. Even for the same application some times the PIO ask that that question is different to the one for which information was being asked and demands fresh fee of Rs. 10/- This strategy is applied to not give information in time and the applicant gets discouraged to ask for it again.
