[rti4empowerment] DECISON ABOUT RTI APPLICATION WITH PREFIXES LIKE WHY, WHAT, WHEN AND WHETHER.

I want a copy of the CIC decision in the case of Dr. V. K. Rao V/s. Shri Jaswant Singh and ors pronounced on 21.04.2006, as intimated to me by one CPIO.  This decision pertains to queries prefixing why, what, when and whether. On the CIC site, message flash for the decisions taken in the quarters Jan-March, and April-June 2006, "no records found".     However, if we want to know the date of start/ completion of any project or reasons for delay or sudden stoppage of work, how the application can be framed without prefixing the above words?           I shall be grateful if any member can email the aforesaid decision for my and others benefit.
