The full-stop in para 2 indicates that this is an EXTRAORDINARY letter conveying that ALL property returns of IAS officers will be placed in public domain (not only the defaulting ones).

But I could be wrong - so leave this to the members to follow up / comment on.

On para4 of this letter --"The decisions of Government of lndia contained in Para 2 of this circular may be brought to the notice of the officers concerned and they be requested to adhere to the time line indicated in Para 3 above. The names of defaulting officers will be put up on the website of DOPT and action indicated in terms of the decision enumerated in Para 2 of this letter.
whereas para2 states--It has been declded'that officers who do not submit the property return in time would be denied Vigilance Clearance and will nob be considered for promotion and empanelment for senior level posts in Government of lndia. Government of lndia have also decided that the annual property return as on January 1, 2011 of members of All lndia Service and other Group 'A'Central Service Officers will be placed in the public domain.
 
  And  para-1 states---As per Rule 16(2) O~AIS (Conduct)Rules, 1968, all the members of the Service are required to submit their Immovable Propefty Returns (IPRs) latest by 31'' January every year.
 
           Thus it is clear that this is routine office order of submission of property return to DoPT (rather than putting in public domain).Only those defaulting IAS officers name will be put in public domain as per para 4.-----nowhere transparancy by govt.
