Additional PUBLIC GRIEVANCE PETITION

Dear Sir / Madam

I am aggrieved by the information dissemination on Persmin's website concerning the Prevention of Bribery of Foreign Public Servants Act/Bill. I wish to complain that a public notice has been issued today in the leading newspapers by the Rajya Sabha inviting comments from stakeholders on the draft Bill for consideration by the departmental standing Committee for the Ministry of Personnel headed by Ms Jayanti Natarajan MP.

It is also pertinent that the draft Bill for the Rajya Sabha differs from that on the Persmin website.

In the circumstances the citizens like myself are completely at sea about the action they should take and if submitting comments to DoPT shall result in breach of privilege of Parliament, or will be considered at all or in what manner vis-a-vis those submitted to the Parliamentary Committee.

Kindly therefore resolve my grievance immediately so that I do not lose my valuable fundamental right to comment to either body or both.

I am aggrieved that yet again the DoPT displays its utter contempt for the citizens of India by publishing a patently illegible / poorly scanned / smudged draft Bill on which the public is expected to submit comments within an exceedingly short period.

I am aggrieved that this is not the first time DoPT has actively prevented me from filing proper comments on formulation of laws and public policy by strategms such as this.

As I am clearly conveying to you that I intend to comment in depth on this draft Bill, titled "Prevention of Bribery of Foreign Public OIfficial &c. Act", kindly send me a legible hardcopy by SpeedPost and allow me sufficient time of at last 30 days to file my comments.

I may also mention that the DoPT 's website still fails to display the procedure being adopted for the consideration of comments to such proposals/laws/rules etc. as is mandatory under RTI Act 2005
