Dr Manmohan Singh wants to cling on to power by hook or crook.  He knows pretty well that he can't be elected by voters and he has no courage in facing an election. It is a golden opportunity he got coutesy to Sonia Gandhi.  The moment DMK withdrew power UPA II should have quit the government as it lost its majority.  Still, shamelessly the party continues in power. It is curse on people of this country.

       There are more than one reasons for Manmohan Singh NOT TO REACT.
 
1.    He is inert and normally does not react.
 
2.    The Mom has served the Prime Ministership on a paltter, how & why should he react to her son's bullies.
 
3.     He has to prove his 100% loyality to the Family.  
 
4.     Can anyone think that Manmohan Singh can forward the ordinance on his own (that too going against SC). This was a calculated move (Tabling the ordinance and then snubbing the PM).
 
5.      Any respectable PM who becomes PM on his own merits would have / should have resigned. Here the scenario is different.
 
          There are so many reasons for him NOT TO REACT. One could write a thesis on the subject.

Secrets are regularly leaked by bureaucrats to protect their backs, for money or because of political pressure. Unfortunately  nothing can be done, because of a lacunae in our laws. Section 13 (3) of the Official Secrets Act lays down that no court can take cognizance of an offence under this Act unless the complaint is made by an appropriate authority in Government. The common citizen has no right to make a complaint.

After the case lodged against me for writing the book exposing corruption in RAW, I made several complaints to government, the CBI and the courts bringing to light blatant instances of leakage of information. In some cases, copies of TOP SECRET letters were published in newspapers (Shishir Gupta's article WHAT WENT WRONG - THE INSIDE STORY, Indian Express, 26 December, 2008). 

  After 4-5 years  these cases have landed up in the High Court. In all cases, the defence is based on the bar in Section 13 (3) of the Official Secrets Act. Even if a case comes to light, the persons who published or bought the information are prosecuted while the person who leaked it goes scot free.

General V K Singh had an extremely prickly relationship with the UPA government even when he was the Army chief and the relationship has progressively detoriated after he demitted office. At one point of time during his standoff with the government, the political leadership toyed with the idea of dismissing him, but it was the intervention of Defence Minister A K Antony that disuaded the government from going ahead. The feeling amongst the governments senior functionaries now is that V K Singh's "reckless" statement has seriously compromised the nations interests in addition to providing Pakistan and the likes of the Hurriyat an issue to embarass the country. 
A senior government functionary speaking on the condition of anonynimity said that Singh's statement needed to be inquired into because " the Army has no business paying off civilians".It was evident from the tone and tenor of senior government officials that this time the government intends posing some uncomfortable questions to Genl V K Singh " we need to find out whether payments were made and if it's true who authorised these payments and who the real beneficiaries were".

Please find below the trail emails concerning my Public Grievance (submitted in larger public interest) sent to a senior officers under / attached to your Ministry, which is being ignored.

It needs to be urgently explained / clarified to the public at large why the prescribed codes for providing essential passenger amenities such as free drinking water are being openly flouted and your Ministry's regulatory officers are colluding with the operators to permit it.

I am further constrained to bring to your notice the willful malfeasance in office of your Ministry's Joint Secretary & Public Grievance Officer who has failed to register (within 3 days as prescribed by "Manual of Office Procedure") my public grievance and provide me the CPGRAMS number to enable it to be tracked and monitored.

The said grievance was submitted in larger public interest of lakhs of affected passengers and the very least that was expected is that it would be acknowledged and duly diarised in the CPGRAMS system. Instead the operators are being allowed to carry on making outrageous profits  by only forcefully selling their artificially bottled water at hugely inflated rates by denying passengers/citizens the right to potable water in drinking fountains as prescribed.

Accordingly, the India Against Corruption jan andolan, has reason to believe that the strange inaction of your Ministry is for corrupt reasons and that there is a syndicate of senior officers under/attached to your Ministry, who are part of this water mafia, and who even deny drinking water to juveniles in extreme distress.

Accordingly, India Against Corruption requests you to kindly ensure that the CPGRAMS ID evidencing registration of my public grievance is issued immediately as prescribed, and that my grievance is resolved forthwith so that passengers get free drinking water without any further delay.

It is of the CVC (Central Vigilance Commission) - which is administratively
under DoPT.

BUT, the NACS is an extremely badly drafted document which has been drawn up
by some NGOs and corrupt ex-babus. It is still in "final draft" form since
2010 and it is a major embarrassment to DoPT and UPA.

Thanks and congratulations for your adament fight for public cause
of social relevance. In the instant case we - INFAM - has the firm opinion
that political parties are 'public institutions' eligible to be brought
under the scrutiny of the RTI Act. They choose legislatures from whom the
very executive makes its origin and the entire power structure is centred
around political parties. They issue directions to legislatures and have got
authority to give 'whip' which has to be obeyed strictly as otherwise they
will lose their status as legislatures. Having such super power status to
form, lead and run the executive authority under whose control and hegmony
everything related to administration happens they should not be left from
under the purview of RTI Act. If the president's/prime minister's office is
included with in the ambit of RTI how can anybody think of excluding the
'creator' of all these institutions and having such vast controlling powers
over them (impeachment in the case of president.) get exclusion.
Please be good enough to share the format of the
memmoranda/sugestions to us also for guidance and form part of the

I am given to understand that the subject Bill is referred to your
Departmental Committee for further consideration.

I am further given to understand that a public notice inviting comments
from affected persons was published on 21 Sept 2013 in some newspapers, but
I could not access the same as newspapers have become very expensive
nowadays for ordinary citizens, and also thanks to the UPA Govt.
(under directions of  Hon'ble Chairperson UPA) the citizens like
undersigned since 2005 have been used to getting such relevant information
about Govt. free of cost under the Right to Information over the Internet
suo-moto.



It seems, however, that this important
Amendment Bill's public notice has not been uploaded to website and the
last date for responding is also not specified in Rajya Sabha website.
Ordinarily I would be the last person to attribute any ulterior motives for
this oversight where the aam aadmi is being excluded from Parliamentary
consultative processes by non-disclosure by the very same authority which
passed this beneficial legislation, but seeing as how this amendment is
directly for the benefit of members of the Houses, I am constrained to
formally protest this curious oversight.



Accordingly, I request you to kindly put it up to the Honble Committee to
extend the date for submitting comments for at least 15 days after it the
public notice is uploaded to the website.



In any case, in the interim, I wish to submit on behalf of the National
Campaign for Political Reform in India (NCPRI) and the India Against
Corruption andolan, both movements of which I happen to be the present
National Convenor of, as follows:-



1) That political parties are presently not public authorities as defined
in RTI Act 2005. That the operative judgment on which the CIC (Central
Information
Commission) order of 03-June-2013 is based ie.
"Veeresh Malik versus Indian Olympic
Association" was in the case of the co-convenor of the above 2 movements,
and has been comprehensively misinterpreted by the CIC.



2) That the CIC decision dt. 03-June-2013 is a mischievous and legally
unsound decision delivered, for extraneous considerations, by incompetent
persons on the verge of retirement, who were all appointed under an opaque
discretionary process best described as "horse trading".



3) That there is an urgent need to lay down proper qualifications and
transparent selection procedures for appointment of Information
Commissioners of proven merit and integrity, so that such kind of corrupt
decisions do not again emanate from the Information Commissions.



4) That the RTI Act 2005 requires to be urgently amended in a transparent
manner after wide public consultation to sort out many inherent obstacles
and grey areas which are obstructing the citizens from receiving
information. This may include specifically defining therein that political
parties shall be public authority, for purposes of the RTI Act, along with
all private and semi-public bodies performing public activities.



We may be submitting our detailed submissions once the public notice is
available to us for perusal and discussed by our nationwide membership.



Our movements would also like to personally appear before the Hon'ble
Committee and make our presentations in person. We woudl be obliged if you
would kindly place this communication on the record of the Hon'ble
Committee for this Bill.

IAC is a strong forum to fight against corruption and people like you have been doing a wonderful work. Although, i wanted to be part of such an organization but due to time constraints i am unable to do so. Hopefully, in an year or so i would manage to do so.
Since, i am the incharge of " Dastawez" special political Edition of our Newspaper, Roznama Rashtriya Sahara, i used to publish interviews (mostly telephonic) on current socio-political and economic issues.
Corruption is one of the most sought after issue in our country. So, in coming days we might again bring our special edition on this topic. If so, your views will be important for that edition.

General V K Singh had an extremely prickly relationship with the UPA government even when he was the Army chief and the relationship has progressively detoriated after he demitted office. At one point of time during his standoff with the government, the political leadership toyed with the idea of dismissing him, but it was the intervention of Defence Minister A K Antony that disuaded the government from going ahead. The feeling amongst the governments senior functionaries now is that V K Singh's "reckless" statement has seriously compromised the nations interests in addition to providing Pakistan and the likes of the Hurriyat an issue to embarass the country. 
A senior government functionary speaking on the condition of anonynimity said that Singh's statement needed to be inquired into because " the Army has no business paying off civilians".It was evident from the tone and tenor of senior government officials that this time the government intends posing some uncomfortable questions to Genl V K Singh " we need to find out whether payments were made and if it's true who authorised these payments and who the real beneficiaries were".

Rahul Gandhi has termed  the ordinance  to undo the Supreme court verdict on convicted persons from sitting in assemblies and parliament  as nonsense and said it should be thrown away.

While , by this statement Rahul Gandhi has tried to improve his public image , what about the public image of Manmohan Singh?  When the Vice President of the leading party in the UPA  makes  such strong  statement in public , Manmohan Singh has to react.

The option for him  is either to defend his decision to issue an ordinance  or  submit his resignation protesting against  the outburst of Rahul Gandhi in public .

At the fag end of UPA II  facing all round criticism, Rahul Gandhi has given  Manmohan Singh  an  opportunity to redeem his image by quitting on a matter of principle  where the Prime Minister's decision  is being questioned by the Vice President  of  his own party.
