[IAC#RG] A VERY POWER INTOXICATED MANOHAR PARRIKAR

The very high-handed decision by Goa's ailing Chief Minister Manohar Parrikar who is undergoing treatment in New York, in deputing Speaker Pramod Sawant to hoist the National flag at the State level Independence Day function must be strongly condemned. It only once again displays the rank arrogance of the BJP in grossly violating the laid downs norms and protocol. On Independence Day it is the Chief Minister of the State who hoists the National Flag and in his absence it would have to be only by the Senior most Minister or a Minister designated by the Chief Minister.

It is incomprehensible as to how the Speaker of the Legislative Assembly can assume the role and responsibility of the Chief Minister.  Very deafening is the stoic silence on this vital issue by Ministers Vijai Sardesai and Rohan Khaunte who last year while embracing the BJP had vowed to act as vigilant Watch-dogs to ensure Good Governance.   

Until 1973 it was the Governor that hoisted the National Flag on Independence Day. But in February 1974, the then Chief Minister of Tamil Nadu M.Karunanidhi successfully took up the issue with then Prime Minister Indira Gandhi and since  then it has always been the Chief Minister who has been hoisting the Flag at the State level function on 15thAugust.

[IAC#RG] REMEMBERING DAYANAND BANDODKAR ON HIS DEATH ANNIVERSARY

Today August 12th is the death anniversary of Goa's first Chief Minister Dayanand. Though Dayanand Bandodkar may have initially been for merging Goa with Maharashtra, he respected the people's verdict and later with Dr Jack Sequeira as the fiery voice of the Opposition they toiled with a vision and passion towards the development of Goa. Unlike many of today's politicians who are self-centered, they relentlessly raised and pursued issues concerning the backward, down-trodden, and neglected communities of Goa. Leaders of their integrity, honesty and commitment we may now never see in this shoddy arena of political pygmies.

 

Dayanand Bandodkar and Dr Jack Sequeira dared to speak from their heart and always walk the talk. Only a few of such politicians still remain in our midst and will also be always remembered for the good they have done for Goa. About the rest and in particularly some of the current politicians in power who have been steering and navigating Goa down the tube there will be no obituary to write and no land remaining to even raise a Samadhi, leave alone a statue in their memory.

 

It is imperative that students today in our schools and colleges should be made aware of the very rich and invaluable contribution to Goa by Dayanand Bandodkar and Dr Jack Sequeira. They cannot be consigned as our forgotten heroes. Jack Sequeira and Dayanand Bandodkar must be rolling in their heavenly abode at the way Goa is being uncaringly misgoverned today.

 

As a school student I had the privilege of interacting with both Dayanand Bandodkar and Dr Jack Sequeira.  I recollect with nostalgia witnessing those great debates by Dr Jack Sequeira in the Legislative Assembly and the pointed but witty replies by Dayanand Bandodkar. Today the Goa Legislative assembly has been reduced to a mere classroom kept entertained with the tales of Birbal being narrated.

 

Politics today is no longer a mission, not even an honest profession. It has been abridged to a scoundrel's last resort. It has become a ruthless business, with morals and ethics twisted, thrown to the winds, and long buried deep in the slush of ignorance and thuggery. Those belonging to a genre of politicians with qualities of head and heart cannot survive in today's political pitch. It is only for those who are thick skinned and hypocrites to the core, always ready to breach and bend all the rules to survive.

 

It is distressing to see and be witness to the continuing rampant destruction and devastation of Goa. In 2012 BJP promised a 'Parivartan' and at the 2014 Parliamentary elections lured us again with 'Acche Din', but Goa is sadly by the day just getting further corroded beyond recognition. It should have been the endeveaour of those in power to at least salvage and safeguard what remains of Goa. Unfortunately Goa is getting defaced at an electrifying speed. Posterity will never forgive the rulers of recent years for their selfish and dubious role in this irreparable damage and destruction of what was once a beautiful Goa, the Paradise of the East.

[IAC#RG] END OF THE ROAD FOR PRATAPSINGH RANE

Former Chief Minister and Goa's longest serving MLA Pratapsingh Raoji Rane towards the twilight of his long political innings is rightly receiving the flak and being virtually roasted on social media by Goans across the world for that very bizarre statement on 3rd August in the Goa Legislative Assembly demeaning Goans working overseas.

But equally culpable in all this are those 35 other MLAs for the indefensible insensitivity they all displayed while they were seated in the Legislative Assembly that evening and none of them had the spine to object to Pratapsingh Rane's uncalled for tirade against Goans working abroad. In fact some of the BJP MLAs were seen cheering Pratapsingh Rane while he was senselessly uttering those crude comments.

It was incumbent upon Chief Minister Manohar Parrikar as the Leader of the House to have stepped in and upheld the dignity of Goans by stopping Pratapsingh Rane's outburst against innocent Goans. The inexplicable stoic silence by Speaker Pramod Sawant is also condemnable as he should have strongly reprimanded Pratpsingh Rane besides expunging those insane words uttered by him.

This government which has been claiming that it stands for Goem, Goenkar and Goenkarponn stood exposed once again on 3rd August as it remained a mere silent spectator while Pratapsingh Rane merrily hit the last nail on it.

Over the last week while the Goan diaspora is rightly enraged, the now invisible Pratapsingh Rane and his son Vishwajit have been mute as mice.

Do they have to be told that 'Silence is not always Golden?' Martin Luther King Jr. had said "Our lives begin to end the day we become silent about things that matter"

[IAC#RG] YOUR TIME IS UP MR PRATAPSINGH RAOJI RANE

The wide spread global indignation of former Chief Minister Pratapsingh Rane and that very severe fury against him comes as no surprise. His very humiliating words against Goans working abroad while addressing the Goa Legislative Assembly on Friday 3rd August has rightly infuriated Goans across the world besides their families and friends in Goa. It was indeed a very Black Friday for every Goan with Pratapisngh Rane having had that audacity to belittle and mock the Goans who are working hard to earn a living abroad.

These Goans had made the choice to leave their homeland to seek betterment abroad as they did not find opportunities presented locally by the very people they had elected to lead them. These leaders were too busy living a lifestyle funded in a large part by looting those very people they now dare to mock. So easy to say "I'm all right Jack!" Shame on Mr. Pratapsingh Rane!

Being Chief Minister of Goa from 1979 to 1990 and again from 2005 to 2007 perhaps Mr. Rane would like to enumerate how he helped these people?

He has also been accused by businessman Bhalchandra Naik for demanding Rs 10 Crore for being granted Environmental clearance for a mine, of which Rs 6 Crore had been paid to his son Vishwajit Rane, MLA from Valpoi.

It's time for Pratapsingh Rane to hang his boots, now that he publicly has gravely offended Goa and Goans. The only way Forward for Pratapsingh Rane who will soon turn 80 is to forthwith gracefully resign or face the wrath of Goans at the very fag end of his life.

Pratapsingh Rane, with his son on the bandwagon, has lived at tax payers' expense a King's life for 46 long years as MLA while holding positions as Minister, Chief Minister, Speaker and Leader of Opposition. He should not wait to be flushed with a plunger down Goa's now stinking political drain. Once a Hero Pratapsingh Rane has proved to be a grand Zero.

[IAC#RG] ANOTHER BREACH BY MANOHAR PARRIKAR?

On Independence Day it is the Chief Minister of every State who hoists the National Flag at the capital city. In his absence it would have to be only by the next Senior most Cabinet Minister or a Minister designated by the Chief Minister.

As Goa Chief Minister Manohar Parrikar will be away this Independence day in New York for his cancer treatment, he has reportedly decided to illegally and very high-handedly assign the hoisting of the Flag to Speaker Pramod Sawant. It is incomprehensible as to how the Speaker of the Legislative Assembly can assume the role and responsibility of the Chief Minister.  

Until 1973 it was the Governor of the State that hoisted the National Flag on Independence Day at the State Capital. But in February 1974, the then Chief Minister of Tamil Nadu M.Karunanidhi successfully took up the issue with then Prime Minister Indira Gandhi that the Chief Minister should be allowed to hoist National flag on Independence Day.  Since then it has been always the Chief Minister of the State who has been hoisting the Flag at the State level function. With this established norm and protocol set to go for a toss this time, it will be for the first time in the history of our country that the Speaker replaces the Chief Minister in hoisting the flag at the State function.   All this can only happen in Goa!

An open letter of protest against the decision of the Commission

 

Respected Sir,

I being the complainant in connection with the above referred case beg to submit this open letter of protest against the decision of the Commission.

I in my complaint dated 05.01.2017 with the fact finding submitted that the victim woman was subjected to torture in her own residence by the perpetrator police personnel of Swarupnagar Police Station.

The Commission recently through its email informed me that the Commission issued directions in the said case. Accordingly I searched the Commission's website to get information about the detail of the directions. But I became shocked when I came to know that the Commission closed the case by accepting the unchallenged police report dated 27.04.2018 of the SP, Basirhat Police District and the police report dated 20.01.2018 of the Sub-Divisional Police Officer, Basirhat.

The Commission did not send the copy of the aforesaid police reports to me thereby completely denied me an opportunity to place my comments on the police reports. The Commission considered the police reports as sacrosanct and failed to appreciate that such unchallenged police report may be biased and concocted where the victim was subjected to torture by the perpetrator police personnel as mentioned in my complaint.  

The Commission miserably failed to deliver justice in the present case by accepting the unchallenged police reports. The Commission arbitrarily stanched my right being the complainant in the present case to know the contents of the police reports and also denied my right to make submission/comments on the police report to rebut its contents, if necessary.

Therefore the Commission took a halfhearted decision in this case most probably in haste to count the number of disposal of cases to its credit. I was denied of a fair proceeding in the present case by the Commission and the Commission by doing so disrespected the principles of natural justice. The victims of human rights violations expect proper disposal of their cases based on merit. They do not expect an express disposal of their cases where the victims and the complainants remained unheard.

I hope that the Commission would record my protest against the decision of the Commission taken in the present case. I would request you to recall your decision and dispose of the present case in appropriate manner by considering my concerns submitted above.

I further request the Commission to reopen the case, send me the copy of the police reports and give me an opportunity to place my comments on the police reports so that the present case may be disposed in a fair process upholding the rule of law and the principles of natural justice.

[IAC#RG] PRATAPSINGH RANE MUST APOLOGISE TO THE PEOPLE OF GOA

Pratapsingh Rane's recent very demeaning statement against Goans working abroad is highly condemnable and unpardonable.  Does the now rancid and possibly senile Pratapsingh Rane have to be enlightened that Goans have excelled themselves in various fields across the World? It is very disgraceful that such humiliating and senseless comments have been made by Goa's longest serving legislator. That over the years he has proved to be a Political scum is another issue.    

And if according to Prataspsingh Rane some Goans overseas are cleaning toilets, so be it. But they are doing it with all honesty and humility to earn a living. Unlike Pratapsingh Rane who since 1972 when he was first elected as MLA to date, over the last 46 years, has been merrily living at the cost of the State Exchequer having never even spent a paisa on even a bottle of water or for that matter on a litre of petrol.  Less said the better on how during his first tenure as Chief Minister, Prataspsingh Rane from his official bungalow in Althinho used to cheerily pop in the evenings to his neighbour's house for free shots of Whisky.

For almost half a century Pratapsingh Rane and his family have had a ball of a time at the State's expense with him in recent years having even covertly flirted with the BJP while his son for the glut of Power last year embracing the Saffron brigade.
