To:
Joint-Secretary / ATA/ DoPT (and public grievance officer) for necessary action

Sir,

I refer to the rejection (truncated) email below.

I am now aggrieved that the duly designated/notified CPIO under you is refusing to accept / rejecting my RTI related email as below. I have obtained (by faithfully copy-pasting) the email ID of the CPIO from the persmin website today.

Please ensure that I receive the demanded information immediately so as to resolve my grievance as I am concerned that this is a systemic failure and not individual one.

NB: Apparently cc's of the said bounced email have been received by Dir/RTI and Dir/Admin of DoPT without bouncing back..

Yours faithfully

Sarbajit Roy

Sir

I refer to recent media reports concerning the purported setting up of
Committee(s) for Central Lok Pal legislation referring *inter-alia* to the
unprecedented step of including various members of public / civil society in
it. I also refer to questions answered in Lok Sabha during the past 1 year
by the Hon'ble MoS/DoPT on the status of Central Lok Pal legislation. In the
interest of brevity I am not specifying these reports/questions since these
are matters of record.

Accordingly, I am caused to *DEMAND* the following information be *
DISSEMINATED* suitably to me free of cost in the electronic form *
IMMEDIATELY* to safeguard my Fundamental Rights listed in the Constitution
of India. I am given to understand from the Persmin website today that you
are the dealing CPIO for "Central Lok Pal legislation".

NB: As this is a DEMAND for information dissemination u/s 4(4) r/w
sub-sections 4(1)(b), 4(1)(c), 4(1)(d) and 4(3) of RTI Act 2005, I am not
required to pay the Rs.10 application fee prescribed for "requests" for
information made u/s 6(1) of RTI Act.

Information required

1) Copy of all notifications or orders or circulars or any other official
communication constituting committee(s) / council(s) / board(s) by whatever
noun or description etc in connection with
a) the formulation (incl. drafting) of Central  Lok Pal legislation, or
b) advising on the formulation of Central Lok Pal legislation,
as the case may be.

2)  All relevant facts concerning the formulation of the Central Lok Pal
legislation.

3)  Provide reasons why I was not appointed / nominated to the said
committee(s) / council(s) /  boards(s) etc.. I say that I am an affected
person for this limited purpose. In the alternative the reasons why a few
other members of the public / civil society (if any) were appointed /
nominated may be disseminated to me.
