                                                                 MISGIVINGS ON MODI GOVERNMENT'S LAND ACQUISITION BILL JUSTIFIED

 


There is the fundamental question as to whether taking away the agricultural land for setting up industry or housing projects is appropriate in a country like India,  which is essentially an agriculture oriented economy and  particularly when agriculture operations provide jobs to millions of people at unskilled and semi skilled level  in the densely populated country.  More than 75% of country's population constitute peasants and tribals, who have only traditional skill  in agricultural operations.

 

Modi government appears to think that industrial activity is as important as agricultural activity and converting some agricultural land for industrial projects is inevitable , if the country were to sustain economic growth to the desired level. Government further argues that it has put several safeguards to ensure that land acquisition would be for appropriate projects only  and will not result in undue benefit for corporate houses.

 

The question is whether Modi  government has exhausted all the options  for identifying  the available unutilized land for  industrial and development projects ,  that can avoid taking away the land from agricultural operations. One gets the impression that the government has not done this exercise adequately so far.


There are thousands of acres of industrial land presently occupied by many industries,  where only a portion of the land is utilized and other land remains unused. There are many sick projects which has been remaining closed with hundreds of acres of land that are not presently put to any use.   There are many  educational institutions with hundreds of acres of land , where only a few acres are utilized. There are also land where the  site is not suitable for agricultural operations. The government  is not known to have enumerated  such unutilized land available in the country. The government cannot say today that the country does not have such unutilized and wasted land.

Amongst the existing industries and in special economic zones , the government should conduct a land auditing to identify the unused land and force the industries  to give up such land for setting up new projects. This is possible.

The genuine question is why agricultural land should be taken away without putting the unutilized and  wasted land  for use for setting up industrial projects.

Should the interest of agriculture be sacrificed for the sake of industrial growth is a very valid question. People cannot live without food but they can live without cosmetics and automobiles.

Industrial growth should be complimentary to the agricultural growth and it cannot be allowed to become a substitute for agricultural growth even to a limited extent. Such move is bad in principle and contrary to the sentiments of large section of the country men.

Above all, the potentials for exploiting agricultural operations for India's economic growth with equanimity is no less than what industrial operations can achieve for the country.

Modi government appears to have erred in moving land acquisition bill.

Now  in the AAP all are unmatured  young politicians.Now it is starting. In my view Kejiriwal ji appeared mostly wrong persons.He used Anna Hazare image to become forward but the image  will not stand long time after some time it will become fade.Sorry for took Rs-10/- member ship of AAP. He also not different including kumar Biswas.Now all are children and they not born a mother. So common men. Thanking you

Prashant Bhushan and Yogendra Yadav should go. In the name of AAP, they are trying to ride on the credentials of Arvind Kejriwal to fulfill their personal political ambitions. If they were true to the AAP ideals, they would have gone among the weak and deprived and worked towards the betterment of their lives. Instead, they have unleashed divisive forces and hurt the cause of the people by creating conditions where the focus of the party is divided to these mundane, inter-personal issues. In the process they are doing a great disservice to the nation by strengthening the corrupt and the communal, and all those values, which the AAP had set out to defeat. They should first work towards finding solutions to the problems of the man on the street, instead of looking for political posts. Personal ambition is fine, but it can't be fulfilled at the cost of the very ideals they had set out to promote.

I also wish AAP well and will be happy if it can honour its 70 commitments given to the people.Being  a realistic, I  wonder where the huge amount of funds needed to implement the proposals will come from.Most of the Delhities have made the UT home after coming from various states and most of them are not aware that their everyday requirements come from other states including PAANI -BIJLI.I am told that for reducing electricity bills and free water Delhi Administration need about 1600 crore  in a financial year.But this amount will not decrease next year onward since input cost for generating electricity and treatment of raw water is expected to go up every year.Delhi govt will have to implement 7th Pay Commission Recommendation.It is expected next year.This was announced by the Finance Minister Arun Jaitley while presenting the General Budget in LS on February 28.Since Delhi govt employees in the   UT  are given central govt"s pay scales,the 7th Pay Recommendation will be implemented .Besides AAP has promised to set up new colleges, schools, hospitals.The central govt has its own limitation and is committed to bridge the budgetary  deficit in phases .Govts all over the world including erstwhile Communist regimes of the Soviet Union ,other socialist countries and even China are reducing SUBSIDIES to its citizens.
If AAP govt goes on giving subsidies,all development projects will come to a standstill and new ones cannot be taken up due to shortage of funds.Even market borrowing will not be possible as bankers and investors cannot be convinced about the return of their principals from a govt which is broke.And that is why some people  WHO say AAP HAS SOLD A DREAM TO THE GULLIBLE  SEEM TO BE CORRECT.

I consider Delhi elections as a watershed event and its success or failure will have far reaching consequences.It is for this reason I hope that AAP should have deliverable targets. For this reason I am looking forward to budgets the State and the Centre.

the party to order
an enquiry about the allegations against AAP after coming to
power, if the
party were really true to it's claim of  having tall
standards of probity and
accountability.

The present
squabble in AAP only provides more frustration
and disappointment to Indians who long for emergence of
 patriotic, capable and unblemished people in

I don't think AK will go against traders since he himself is a bania and he has proclaimed it before the elections.
AK's trip to Bnagalore is to avoid his party colleagues.There are many doctors and hospitals in Delhi who treat diabetic patients.And this Bangalore health resort doctor claims that AK's blood level has come doiwn due to massage !!!
Another fraud hospital in Bangalore is the Soukhya Hospital run by a Malayali Christian.They mix every thing allopathy,homoeopathy etc. The notorious jihadi and terrorism accused Abdul Madani is is enjoying his stay there for the past few months thanks to our Courts.

What we are witnessing in Delhi n elasewhere in India on on governance is perfectly exhibiting following truth :
Power without Character gravitates towards Despotism
Fiercely n fearlessly rightful opposing govt on it policies n corruption in d system does not in any way guarantee good character.

Nothing new in it. AAP is also a political party. They are no doubt more srewed (shatir). At least some people thought that AAP will set new standards and emerge as role model for other political parties in the country. In any case, this is what Kejriwal & his friends claimed and  based on such claims they  campaigned during the Delhi poll.

The present faction war in AAP clearly indicates that this party is really no different from other political parties in the country, with  ego , prejudice and one upmanship  becoming  the central factor in the relationship between the persons in the leadership position of the party.

Delhi voters ignored several complaints and allegations against the leadership of AAP such as collection of tainted money from all and sundry for the election campaign and providing fictitious account for the money collected.  So far, AAP has conveniently ignored such allegations. It would have been appropriate for the party to order an enquiry about the allegations against AAP after coming to power, if the party were really true to it's claim of  having tall standards of probity and accountability.

The present squabble in AAP only provides more frustration and disappointment to Indians who long for emergence of  patriotic, capable and unblemished people in power.

Once again the real challenge for all the intellectuals, are to define "honest politician". Since the day of independence and for that mater even before independence, all who were honest leader and tried to become a politician, have fallen on their face. From M.K.Gandhi-Nehru-Shashtri-Indira-Morarji-Vajpayee-Rajiv-Sonia-Mahmohan and now NaMO, we Indians have been questioning but still not an answer. In a dishonest society, those who are claiming why Kejriwal is not a honest politician, must come with the name of honest leaders of past.

Good or bad, Kejriwal did manage to grab 67 out of 70 of MLAs of Delhi. Whether one like him or not, he has mandate of Delhites for next five years. Unless you have mechanism to get rid of Kejriwal, either put up shut up. Do I like him? No, but this the game in democracy. Did many of us not suffer from high blood pressure, some developed heart disease and what not during 11 years of dubious Sonia-Rahul-Manmohan-Sheila?

AAP has stopped all demolitions in Delhi.It is good to be considerate.Such a  rule of governance works only in an environment of SELF DISCIPLINE, which unfortunately is missing in Delhi.Everybody is so SELFISH. 
How would we stop ENCROACHMENTS?. 
 Or else we should expect CHAOS as non payment of electricity bills would cause.May be this is their PHILOSOPHY, at least of some of the founding members of AAP.

I also wish AAP well and will be happy if it can honour its 70 commitments given to the people.Being  a realistic, I  wonder where the huge amount of funds needed to implement the proposals will come from.Most of the Delhities have made the UT home after coming from various states and most of them are not aware that their everyday requirements come from other states including PAANI -BIJLI.I am told that for reducing electricity bills and free water Delhi Administration need about 1600 crore  in a financial year.But this amount will not decrease next year onward since input cost for generating electricity and treatment of raw water is expected to go up every year.Delhi govt will have to implement 7th Pay Commission Recommendation.It is expected next year.This was announced by the Finance Minister Arun Jaitley while presenting the General Budget in LS on February 28.Since Delhi govt employees in the   UT  are given central govt"s pay scales,the 7th Pay Recommendation will be implemented .Besides AAP has promised to set up new colleges, schools, hospitals.The central govt has its own limitation and is committed to bridge the budgetary  deficit in phases .Govts all over the world including erstwhile Communist regimes of the Soviet Union ,other socialist countries and even China are reducing SUBSIDIES to its citizens.
If AAP govt goes on giving subsidies,all development projects will come to a standstill and new ones cannot be taken up due to shortage of funds.Even market borrowing will not be possible as bankers and investors cannot be convinced about the return of their principals from a govt which is broke.And that is why some people  WHO say AAP HAS SOLD A DREAM TO THE GULLIBLE  SEEM TO BE CORRECT.
