Friends, the Hubli City Corporation is a constitutional entity  coming under entry 5 List II 7th Schedule of Constitution.   It is a LOCAL SELF GOVERNMENT - in the sense it has to govern itself.   Even asking for a certification from any entity is neither a rule under the Karnataka Municipality/Corporation Act, neither asking for a certification is a function of the Corporation.   If the Corporation does good work the elected representatives comes back another time otherwise they go home after their term is over or before.   All the expenditure incurred by the Municipality should have been in a pre-approved budget.  Can u check up whether this item of ISO certification was in the budget or supplementary budget and if so whether the approval of the Government was obtained for it.  If both these are in the negative, there is the Auditors controlled by the Controller and Auditor Genral in Karnataka State, in Bangalore, who is supposed to certify the correctness or approve the expenditure.  You can ask in an  rti application to the CAG, Bangalore office by whatever name they call it, to obtain an answer to provide you with a copy of Budget where approval was accorded by a compeitive authority and also to provide a copy of document through which they have taken action to prevent unapprovd or legally not provided expenditure from the the public exchuquer also ask for information on the action taken to recover the unauthorised expenditure and from whom and how.   If u do not received any response, u can ask the Urban Development Department, of Govenment of Karnataka, under rti to provide the above information.  Regards, dwarakanathdm, nbca

Thanks all for kind valuable reply and guidance . I am resident of Hubli in Karnataka the fact is Our city Corporation has got ISO certification since last 3 years ceertificate was purchased in 2006 by Paying Rs.5.90,000/- for three years and Rs .1,42,500/- presnt 3 years The ISO certification has no roll in administration / powers for providing better civic facilities nor any thing good happening for city.The Civic body only  murmers about ISO and says we are ISO certified and our services are good.But in reality ISO certificates are useless piece of papers purchased for money by government offices by tax payers money .The Karnataka government has no gazette for obtaing ISO certificates for civic bodies. There is no law in force by state government  but show is going on for buying ISO certificates. The foriegn company opens offices in metro /major cities and offers service of issueing ISO certificates with veriying rates from lacs to crores being exchanged from public exchequer.ISO certificates are issued for money and they are not under the ambit of law in karanataka. The FERA regulations must be checked enforced to check the illigal transaction from international companies operating in India under these fictious names for dodging the government agencies for money.
