There is literally an Ocean of information already available to people who want to use it for intelligent and sustained "advocacy" for protection/enforcement of their rights.

Unfortunately, we who get this information and put it into public domain find it is like casting pearls before swine.

For instance, how many know of the functioining Police Complaints Authorities now working in many States and UTs in terms of that Supreme Court judgment ? There is certainly one in Delhi to look into complaints of Police handling/investigation of the Delhi Gangrape.

I agree with the need for implementation of the good laws we have in the country. I would only say that nothing will change for the better unless we as citizen's work at it and work at it all the time: with our words and protests, with intelligent and educated sustained and focussed advocacy.That is the only road open to us but too many of us dont use it. 
We have on line all the information about police reforms and how to go about it; we have on  line the recommendations of the law comm in relation to reform of the judiciary; we have on line and available the most important reform - preventing criminals from becoming elected representatives. With all these well considered reform directions  known to us we can each work actively to push for one small reform at a time until the drops of our effort join together and become a sea of change.That's really the only solution to our situation.
