Can one be absolutely sure in our system that the victim is niot being dishonest in each and every case?

Only then can one consider irreversible punishments.

The problem is systemic.
Over the past several decades since "independence" we / our institutions have steadily and markedly surrendered our spine.
The government has the powers to summarily dismiss the errant, but does not exercise its powers to weed out the corrupt and criminal elements within its jurisdiction. One third of our "law-makers" are said to have a serious criminal background. The  "judges" routinely "slam" the government / police / CBI for its shoddy output, but will not terminate the services / or impose deterrent fines on the errant. But perhaps most of all, the judicial process invariably takes decades, if at all, but the government refuses to increase the number of courts and / or to streamline the process. ... And so on...... In view of such a prevailing situation, unfortunately, the worst is yet to come.

May we should first deal with rapists and criminals who have managed to get elected as MPs and MLAs.  They are the Mai Baaps of all goondas who get away leniently with their support

I don't think think that a harsher punishment is the cure

Rather I feel somewhere its the mentality that needs to change. But then its a big question on how to identify and change ones mentality

But then yes a harsh punishment will surely act as a deterrent
