                                   K. M. CHANDRASEKHAR'S SUBMISSION TO P A C

                                                                              -  WHAT IS HIS RESPONSIBILITY ?

 

The former Cabinet Secretary K.M.Chandrasekhar, while deposing before Public Accounts Committee on

2G scam  has said that he has sent a detailed note to the Prime Minister about his views on  tariff for 2G.  He has implied that his recommendation was not accepted by the Prime Minister and  he could not question the Prime Minister about his decision in the matter. Obviously, K.M.Chandrasekhar appears to be of the view that his responsibility would be over when his views would be provided to the Prime Minister .  The question is whether this should be so, particularly for a person holding position of Cabinet Secretary and the matter concerns loss of several thousands of crores of rupees to the national exchequer.

 

Obviously, as Cabinet Secretary and privy to all decisions of the government  and Prime Minister's office,

K.M.Chandrasekhar could not but be aware of the murky dealings and scam in the 2G matter. While it is not anybody's case that he was part of the deal, certainly he has chosen to remain silent even when crores of rupees of public money were siphoned off.  Is it proper for a person holding a position as high as cabinet secretary to remain unconcerned ?

 

There have been lot of talks these days about the nexus between bureaucrats and politicians in the corruption deals.  The bureaucrats always try to escape when the scams would be exposed , by stating that they could only implement the orders. What is the steel frame that we are talking about with regard to these All India service officers ?

 

It is high time that the secretaries to the government  should understand that in such matters of grave importance, they have the duty to stand by the interests of the country rather than silently toeing the lines of political masters, which may provide them rewards at one time or the other. One also has to keep in mind that K.M.Chandrasekhar was given an extension in the post as Cabinet Secretary.

 

K.M.Chandrasekhar now gives an impression that scam has not been due to him but inspite of him.  This is unacceptable.
