Not necessarily unless you have in mind petty corruption like bribing a policeman or officials in corporations/Municipalities or Incometax in day today dealing. But high level corruption like alleged scams-2G,Coal where policy decisions are take by the politicians,it doesnot apply.
2 The stand taken by Akhilesh and his party leaders in Durga Shakti case are highly objectionable. The ground for her suspension is stated to be danger to communal harmony as she demoshed the Wall of a mosque on Govt. land. This is simply an apeasement of a particular minority community because the wall was demolished by the villagers.Secondly the Chief Minister must be knowing that no religious structure can be constructed on Govt. land So instead of supporting her, she is being victimised
Secondly the Statement that Centre can take away IASofficers and they can do withState officers. Tommorow the States may ask for recalling the Governors. So what is the link left  with Centre. The Constitution is not only federal but unitary in character.
3. About exit polls before and after 2004 the role of EVMs is seriously suspect. In addition Reorganising constituencies on the ground of administrative convenience is also
highly suspect. Voter mapping with the support of computer enables the Govt.to know where their vote Banks reside. Through reorganising constituencies they can achieve twin objectives of clustering their vote Banks and divide the opposition vote Banks.Barack Obama in his book Audacity of hope has observed that ' today we select the voters and not the voters select/elect us.' How true in Indian context. No wonder the exit polls after 2004 have gone wrong.
Inspite of all noise being made about 2014 who can predict victory for opposition groups?

Why half? No politician can be corrupt without the active support of a bureaucrat but a bureaucrat can be corrupt without any help from the politician, isn't it?

I say this even though we should not get carried away by the Durga Shakti Case.
Half the problems we face in our Country are because of the spineless, boot-licking and equally corrupt All India Services.

Now pl concentrate on Akhlesh Yadav n not on Modi. Akhlesh has asked the Centre to take away IAS offrs from UP He will be happy with his own offrs. Is he making a separate kingdom.

Below is table of Exit Polls Versus Actual Results in India's
Central Elections from 1996 to 2009.   Up until 2004 there
is close match between them (as in any mature democracy)
but things went really awry 2004 onwards.  

What changed in 2004?  Note the table and see at the end.

What changed from 2004 is large scale use of EVM in India's elections.

India's elections are determined by EVMs,  not Voters.  Particularly central.
