I say my piece, not that Mr Sabajit Roy requires my numerical "strength".
In today's money economy, nothing really is free. Freely provided electricity and water to the agriculturist, at least those owning more than two acres of land, is yet another form of gaining votes. More so large chunks of votes are generally coming from the rural population.
Urbanites (as in Gurgaon, et al) tend by and large do not exercise their franchise, and by at least two-thirds.

Arvind Kejriwal is indeed offering a massive bribe of sorts IF he is offering potable water or electricity, FREE to the Delhi-ites.
Susidized or FREE sanitation, in urban or rural areas is indeed the need of the hour, by which approach we may be able to cut out the illnesses and mortality of the little children and infants in our city slums and the hinterland.
We ill-provide  & are one of the lowest among the nations of the world where sanitation is concerned.

Pollution FREE India may be a better service to the populace, even if VOTES are sought; NOT free WATER and ELECTRICTY.

Arvindji has just offered the people free electricity and free water. That he has done Honestly ! 
to get the vote.  Offcourse,  this will come at a cost to the country for his votes. How is that different from TV and fans being offered. and going further for some who actually pay cash in advance out of their own pockets to get those votes.. 

Please re phase questions like- 

1. Arvindji has offered free Electricty and Free water to all Delhi Voters.  Is that an Honest truth or is he lying to the people of Delhi. ?  and now you see the response.. 

2. Which is more Honest. Put in the order  More Honest on top. 

1. Telling people that you will give them free electricity and free water at the cost of Taxpayers,
2. Offering  fans and heaters to the voters.
3. Paying cash upfront for the Votes. 
4. Offering free electricity and water a form of a Bribe to voters. 


3. . Water is available freely from the Jamuna, but if you want it piped delivered to your house you pay for the service. 
Should you 
1. Pay for the service or 
2. Should it be free ?

4. Will free electricity and Free water at home cause 

1. Abuse of use of Power and water.
2, Large scale environmental damage.
3  Drain on the economy. 
4. Voters will not try save power and water
5  Will not bring about effective governance. 
6  All of the above
