It shows that a) the regulators are (deliberately) overloaded and usually unable to take on the armies of corporate lawyers being arrayed against them, BUT as the CCI case shows when they do get into the act they have all the powers to sort things out.

As a veteran of dealing with regulators, I can say that the APPELLATE Tribunals should all be scrapped. Let the aggrieved parties take it to the Supreme Court directly.
