Babulalji,

Thanks for remembering Khap Panchayats. I belong to a village in Delhi that comes under the Delhi 360 Khap - popularly known as Palam360 covering around 500 villages of Delhi and some from Haryana.

What hurt me is that you compared Khaps with SC collegium, though you rightly pointed out that khaps decisions are made in open and democratic. A khap is a consensus based decision making practice. Contrary to media reports, it never had any violence in its practice, in the past or today. Khap is a wall that the invaders might had managed to cross but could never demolish.

What is Khap? If there is a problem within the family- all members sit together and take decision. If in the colony or village, all residents i.e Gram Sabha come together and decide. If in a group of villages, called tappa, people from all the tappa villages similarly come together. Khap is a third tier institution consisting of about 100 or more villages. A khap or a tappa or a Gram Sabha has no police power, nor it ever had in history, as its  style of working is not based on use of force. People are free to refuse its decisions without any fear of violence. 

The modern courts have failed all over the world, as we regularly resort to mediation centres. As far as settling disputes is concerned, the khaps are age old mediation practice.
Khap is a third tier institution, where no case of sagotra  marriage come to it. Yet, it has been dragged into it by the media.

It will be too much in detail, if I tell you about Khaps. A little light on some features of the khap region will make your understanding clear.

- No Sati Pratha ever
- Widow Remarriage 
- No bonded labor
- No feudalism
- sports orientation
- Brahmanical ritualism at lowest
- No animal sacrifice.
- Pure vegetarianism.
- Khap regions have been the most crime free regions even in the modern day.

 
The 360 villages of Delhi managed to protect themselves from any conversion because they could organize, defend and negotiate with the Mughals. 

Khaps are the last temples of direct democracy and if destroyed, we may never regain. It is difficult to convey the truth in some sentences when the reader is already biased with heavy bombardment of media slur. I only wish the readers try to learn more about khaps lest we lose something so precious. If they are bad, ban them, The Britishers banned them after 1857, because in Delhi and all around, it is the khaps who waged that war. But, if they are good and useful, we may repent.

The media slur against khaps is not about good or bad; it is about control of resources; it is about rural vs urban; it is about centralization vs decentralization; it is about capitalism vs socialism.
