Re: [HumJanenge] DTC forces RTI applicants to collect information personally.

there can be any number of circulars but the simple question is whether any CPIO of CVC and Police etc was ever penalised for not giving information in 30 days as mandated by law ? answer is NO.  sir, until an IAS/IPS (CPIO/PIO) is penalised nothing will change for common man. they are used to interpreting   the law as they like since their joining the IAS/IPS.  may be person like  Roy, Kairara, agarwal can do somthing, others not even counted as citizen. jai hind. rgds. beniwal

DoPT recently issued circular on Timely intimation about payment of additional fee under RTI Act 2005. Ref: F. No.12/31/2013-IR dated 11-2-2013.

Not only DTC, there are many organizations which do not supply information within 30 days
of seeking information under the RTI Act, 2005. Within 30 days, they do write to you to deposit
cash or  Demand Draft for getting information ( sometimes only correspondence) containing number
of pages since the Act is silent on the issue.

In Delhi, Central Vigilance Commission (CVC) is one and Delhi Police (DP) is another public body.

Sir,

This is done because the RTI Act has not specified the mode of supply of information. Nevertheless, an applicant need not visit the office of the PIO /CPIO to collect the information.
If the latter fails to supply information the applicant has the right to file the first appeal.
