Point wise answers to your queries

1) ZERO. Every page of information applied for has to be paid for.
Often a few CPIOs are considerate enough to provide the
information within their reply so that applicant is not burdened.

2) The RTI Act provides that applicant must pay money in
advance BASED ON FEE COMPUTATION OF PIO before
getting the information.

3)  The said Info Commissioners ought to be prosecuted
under section 409 IPC for causing loss of revenue to Govt.
OTH if info is delayed without just cause, then ALL the
information sought should be given free of cost.
